March 8, 2012 – A meeting was held to begin bargaining for the COA contract and to
sign the comprehensive CBA that merged the March 31, 2010 MOA with the Riegel
arbitration award.
February 22, 2012 – The MTA and COA petitioned Arbitrator Riegel to clarify the
Longevity provision in his award decision.
October 19, 2011 – The rank of Assistant Chief was included under COA representation.
June 28, 2011 – Arbitrator Riegel issued his decision dated June 28, 2011(Case No.
IA2010-001). A copy of the Arbitration award can be viewed on the NYS PERB website.
December 17, 2010 – First arbitration session was held.
June 3, 2010 – NYS PERB Mediator Arthur A. Riegel is selected as Arbitrator.
April 8, 2010 – COA petitions NYS PERB for interest arbitration on remaining open
unresolved contract issues.
March 31, 2010 – Mediation session between the MTA and COA with NYS PERB
mediator Karen Kenney in attendance. A memorandum of agreement between the MTA
and COA was signed by both parties. The agreement covers most work rules and shall be
effective retroactively from June 9, 2009 once outstanding issues are resolved.
December 02, 2009 – First mediation session between the MTA and COA with NYS
PERB mediator Karen Kenney in attendance.
October 26, 2009 – P.E.R.B. declaration of impasse was filed with Hon. Richard A.
Curreri.
September 17, 2009 – Meeting between MTA Labor Relations, MTA Human Resources,
MTA Management and the COA to resolve outstanding administrative issues.
August 24, 2009 – 1st Annual MTAPD COA Golf Outing was held at the Inwood
Country Club in Nassau County.
June 6, 2009 – NYS PERB board officially certified the COA.
April 30, 2009 – First contract negotiation session between MTA Labor Relations and
COA
March 5, 2009 – The COA was duly recognized as the negotiating representative of the
negotiating unit by decision of New York State Public Employment Relations Board
(PERB) Administrative law Judge Philip L. Maier Case #5825.
